official working visit to Japan from April 11 to 15, 2017.
The purpose of this trip was to
explore vocational opportunities in Japan and to meet with colleges, key
officials, and organizations to discuss these opportunities.

While transiting in Guam from his working visit
to Japan, the Honorable Yosiwo P. George, Vice President of the FSM, had
the opportunity to meet with Mrs. Sam Mabini, Ph.D., from the Guam
Department of Labor to discuss vocational training and opportunities for
our citizens through the apprentice programs at the Guam American Job
Center, the Trade Academy, Apprentices Program offered by the Guam
Community College.
According to Mabini, there was grant award funding the labor department
received in the amount of $2.2M for the Reemployment and System
Integration National Dislocated Worker Grant.
Currently, the grant has been used for system integration through
“HireGuam” at www.hireguam to
centralize availability of jobs and a pool of technical skilled workers as
a one stop source to link education and training to public and private
partners. Mrs. Mabini is
interested in working with the FSM to be part of this partnership.
She plans to brief Freely Associated State leaders during the
Micronesia Island Forum (MIF) in May, which is scheduled to be held in
Guam.

Tuesday April 4, 2017 President Peter M. Christian received Ambassador
Tibor Shalev-Schlosser of Israel in a Presentation of Credential ceremony
held in his conference room in Palikir, Pohnpei. In the ceremony,
Ambassador Schlosser presented the letter of recall of his predecessor and
his letter of credence to President Christian accrediting him as the new
Israel Ambassador to the Federated States of Micronesia (FSM). Ambassador
Schlosser is based in Jerusalem and his area of responsibilities covers
the Pacific region, including the FSM.

On Friday, March 31, 2017, President Peter M.
Christian received the Letter of Credence of H.E. Jukka Siukosaari,
Ambassador of Finland to the Federated States of Micronesia, in an
official ceremony held at the President’s conference. He is
cross-accredited from Tokyo, Japan.

congratulated Ambassador Suikosaari on his new appointment and welcomed
him to the FSM, expressing his gratitude for the occasion and sharing his
hope that the two countries cooperate and capitalize on issues of mutual
interests at all levels.

– A brief ceremony was held on January 9th at the President’s
Office in Palikir for the swearing in of Ambassador-designate Akillino H.
Susaia as the next Federated States of Micronesia (FSM) Ambassador to the
United States of America.
Ambassador-designate Susaia was nominated by President Christian and
confirmed by the 19th FSM Congress to serve as Ambassador to
the United States. He succeeds former Ambassador Asterio Takesy. Mr.
Susaia will serve as the 4th FSM Ambassador to the United
States since FSM became a sovereign independent Nation.

The Honorable Vice President Yosiwo P. George
visited China’s Guangdong Province from October 26-31, 2016 to attend the
2016 Guangdong 21st Century Maritime Silk Road International
Expo in Dongguan on October 27 and the Production Capacity Cooperation and
Innovative Development Forum in Guangzhou on October 28.
Both events are part of the
Central Government’s Belt and Road initiative aimed to revitalize and
integrate China’s economy with economies abroad.
This is the third year that the Maritime Silk Road Expo has been
hosted in Guangdong province. It
has become an effective platform in enhancing cooperation and exchanges
between Guangdong province and countries along the Maritime Silk road.

Ambassador Carlson D. Apis presented his Letter of Credence to Her
Excellency Park Geun-hye, President of the Republic of Korea during a
ceremony held at the Blue House (Cheong Wa Dae) in Seoul on 01 November
2016. The Letter of Credence
was signed by His Excellency President Peter M. Christian designating
Ambassador Apis as the FSM Ambassador Extraordinary and Plenipotentiary to
Korea. In receiving the
letter, President Park accepted Ambassador Apis as the non-resident FSM
ambassador accredited to Korea with residence in Beijing.
Ambassador Apis presented his credentials as part of a group
ceremony which included eight other non-resident Ambassadors from Namibia,
Guinea, Slovenia, Zimbabwe, Lithuania, Mauritius, Samoa and Bhutan.

The 8th MTEC Ministers’ Meeting took place on October 14,
2016, at Palau International Coral Reef Center, in Koror, Palau. The
Meeting was attended by Hon. Charles Obichang, Minister of Public
Infrastructure, Industry, and Commerce, Palau, who also chaired the
Meeting; Hon. Thomas Heine, Minister of Justice, Republic of the Marshall
Islands (RMI), Hon. Alfred Alfred Jr., Minister of Resources and
Development, RMI, and Hon. Tauanei Marea, Minister of Commerce, Industry,
and Cooperatives, Republic of Kiribati. The Federated States of Micronesia

On September 23, 2016, the 19th Congress of the FSM voted
for the ratification of the Treaty establishing the MTEC and the Protocol
on the Conference Structure, Secretariat, and Financial Matters of the
MTEC, which were signed on September 3, 2014 by the Presidents of the
Federated States Micronesia, the Republic of the Marshall Islands, and the
Republic of Palau. The vote by FSM Lawmakers came after satisfactory
completion of public hearings in all the four States led by Congressman
David Panuelo, Chairman of FSM Congress Committee on Resources and
Development and Members of the Committee, through which hundreds of
stakeholders from all level of the FSM society were educated and given the
opportunity to comment and raise concerns on the MTEC Treaty.

York, New York) – The Federated States of Micronesia (FSM) Secretary of
Foreign Affairs Lorin Robert signed an agreement with representatives of
the European Union (EU) that enables short-term visa-free travel to Europe
for FSM citizens under most circumstances. The new visa-waiver agreement,
which also provides for reciprocal treatment of European citizens who
visit the FSM, was signed on the European side by both Slovak Minister of
Foreign Affairs Miroslav Lajčák (the current President of the Council of
the European Union) and Dimitris
Avramopoulos, the EU Commissioner for Migration, Home Affairs and
Citizenship. The signing ceremony, hosted by the Slovak Mission to the
United Nations, was also attended by FSM Deputy Permanent Representative
to the United Nations (UN) Jeem Lippwe and Second Secretary Martin
Zvachula.

opened its 47th annual forum summit where leaders of sixteen

September 2016, a joint communique establishing diplomatic relations with
the United Arab Emirates (UAE) at a signing ceremony that took place at
the UAE Permanent Mission.
Ambassador Chigiyal’s counterpart, the UAE’s Permanent Representative to

On July 26, 2016 a “United Nations Pacific Strategy Consultation
(UNPS) was held at the Governor’s Conference Room in Pohnpei State.
The purpose of the consultation is
for the UN to work closely with the FSM in support of FSM’s implementation
of the Sustainable Development Goals (SDG’s). The SDG’s are a set of 17
agreed goals by UN member states which targets Food Security, Good Health
& Quality Education, Economic Growth, Climate Action, Partnership for the
Goals among others. The
consultation included participants from the FSM National Government,
Pohnpei State Government, NGO’s, Civil Societies, Private Sectors, and
Donor partners with the UN Resident Coordinator for the Pacific, Ms. Osnat
Lubrani and her staff.

On Tuesday, July 19, 2016, representatives from the Government of the
Federated States of Micronesia and the Government of Australian held their
bilateral
Annual Maritime Surveillance Talks (MSC) at the OEEM Conference room in
Palikir. The objective of the annual meeting is to
strengthen and deepen the bilateral security relationship between the two
countries and to provide an opportunity to exchange views on a range of
shared security challenges affecting the region. In his welcoming
remarks, Secretary Lorin S. Robert of the Department of Foreign Affairs
welcomed the Australian Delegation headed by Ambassador George Fraser who
was accompanied by Assistant Secretary Jenny Da Rin from the Australian
Ministry of Foreign Affairs and Trade along with their respective key
staff on maritime security matters. Secretary Robert reiterated the FSM’s
appreciation to Australian Government for its
continued commitments in supporting FSM’s maritime surveillance capacity.

JENNIFER CHIENG INVITED TO COMPETE IN BOXING WITH A TRIPARTITE INVITATION

The Federated States of Micronesia will now be sending five athletes
to this year’s Olympic Games competing in Swimming and Athletics (Track
and Field) and just announced in Boxing.
The Olympic Games are from August 5 to August 21, 2016 in Rio,
Brazil. Late June, the FSM
National Olympic Committee (FSMNOC) and FSM Boxing Association were
notified by the International Olympic Committee (IOC) and International
Boxing Association (IABA) that Jennifer Chieng, FSM female Boxer from Yap
State, received a late Tripartite Commission invitation to compete in the
Rio 2016 Olympic Games in the Female 57-60kg division in Boxing.
This is outstanding news for the development of Boxing in the FSM,
and is a great honor for Chieng.
She has been training in New York the past few months.
Her coach is Erick Divinagracia from Pohnpei State.
