Palikir, Pohnpei (FSM Department of Foreign Affairs)  The Honorable Vice President Alik L. Alik led a delegation to the Kingdom of Tonga to attend the annual meetings of the Secretariat of the Pacific Community (SPC).  The week started with the 39th Meeting of the Committee of Representatives of Governments and Administrations, and FSM was represented by Mr. Ricky F. Cantero, Deputy Assistant Secretary of Pacific Affairs of the FSM Department of Foreign Affairs.  Then, later in the week, the 6th Conference of the Pacific Community began, and the entire delegation, along with the Vice President joined the conference. The meetings together are commonly referred to as the annual meetings of the Secretariat of the Pacific Community, and provide an opportunity for member countries to gather and discuss ways to strengthen the operations, work programs, and mandate of the Secretariat, with the overarching aim of providing better service delivery to its members.

A Mission has been dispatched from the FSM National Government to the States of Chuuk and Yap by President Manny Mori on October 25, 2009, that consists of Secretary Francis Itimai of the FSM Department of Transportation, Communication & Infrastructure, and two of his staffs; Principal Surveyor Mathias Mangmog, who is also the Acting Secretary of the Division of Marine Transportation, and Port Engineer Leo Lokopwe, the Assistant Principal Surveyor and in his current position as the Transportation System Development Branch Manager.

The FSM Congress recently passed Public Law 16-7 appropriating about $35.2 million for the operation of the branches of the national government, its agencies, various programs, grants, subsidies & contributions, and other purposes. Of this amount, $9 million is allocated for Capital and Human Resource Development, about $811,000 of which is for the 2010 Census Project. The total of funds received thus far for the census is $1.43 million.

The M/V Caroline Voyager is on its way to Yap Port to begin the charter by the National Department of Health & Social Affairs (DH&SA) to administer the H1N1 flu shots in all of the islands.  On its way to Yap, it will be calling on the main islands in the Mortlocks, all the islands in the Chuuk Northwest Region, and all the outer islands in Yap, for the purpose of transporting passengers and cargo between the islands.  After reaching Yap on November 10th, 2009, it will begin its charter for the DH&SA vaccination campaign in the outer islands. 

President Address European Leaders on Climate Change at European Development Days

Stockholm, Sweden—October 26, 2009— President Emanual Mori addressed European and other world leaders on the issue of climate change during the Fourth ‘European Development Days’ Conference held in Stockholm Sweden during the past week.  This year’s three day Conference focused on three primary development issues facing the planet: the global economic downturn, democracy and development, and climate change.

In his address, President Mori stated that he chose to accept the invitation of the Presidents of the European Union and the European Commission to attend the Conference and speak on the issue of climate change because “My country is on the verge of drowning.”  As the President of a small island nation, President Mori indicated that he represented the interests of the most vulnerable nations of the world, but also the future health of the planet.  Small island nations were also represented at the conference by Edward Natapei, Prime Minister of Vanuatu.

In his representation of the most vulnerable nations, the President stated that, “within just a few generations,  we have become the front line of a global crisis that threatens not only our water supplies, our agricultural productivity and our ocean resources, but also our very existence.”  In this regard, President Mori spoke of the recent title surge in Micronesia that inundated atolls less than a meter above sea level, flooding taro patches, destroying crops and polluting drinking water, all which demonstrated “just how powerless we are to stem the coming tide of global warming.”   President Mori consequently warned that the people of the planet “must change our lifestyles and learn to consume less of our planet’s resources or we will be overcome by our own gluttony.” 

Three Constitutional Amendments Set for Ballot in 2011

President Manny Mori has issued a Presidential Order to place three constitutional amendments on the ballot for the regular national election to be held in March 2011.  Two of these amendments originate from Public Laws No. 15-60 and 15-61, both passed during the 15th FSM Congress.  The third one defines who is eligible to become President, which need clarification due to the amendment change in P.L. No. 15-60.

On October 16, 2009, President Mori signed Congressional Act No. 16-13 into Public Law No. 16-15, and with this law, per section 145 (1) of title 52 of the code of the Federated States of Micronesia, the FSM National Government removed maternity as a reason for leave of absence and added a new subsection 3 to allow paid maternity leave for FSM National Government Employees.

Today, Pohnpei State will hold a Special Election to fill the vacant At-Large seat in the 16th FSM Congress.  The National Election Director Mr. Kimeuo Kimiuo has communicated that the Special Election is ready, and all ballot boxes were picked up by Poll Workers today from various polling places on Pohnpei State.  He pointed out that the Outer islands’ (Eastern Part) ballot boxes were delivered by the small plane while the Southern Islands’ ballot boxes were done by air drop last week by the same plane.

The H1N1 Influenza strain (Swine Flu) that was found in other parts of the world earlier this year is now found in the FSM.  In addition, the regular flu is affecting the FSM today and we are seeing high absenteeism at work, school, and other meaningful engagements due to this illness.  Clearly, these two phenomenons, coupled with heightened fear of the H1N1 pandemic, have interrupted the normal course of life throughout the Nation.

Today, World Food Day (WFD) was celebrated throughout the Federated States of Micronesia and President Manny Mori gave the keynote address at Pohnpei State’s WFD event held at the Pohnpei State Agriculture Department in Kolonia.  The formal program began at 10:00 AM and was held in front of a crowd of more than a hundred people with the theme of “Achieving Food Security in Times of Crisis”.   Present were farmers, fishermen, students, people from the state and national government, the diplomatic corps, and people from the communities of Pohnpei. Welcoming remarks were given by Pohnpei State Lieutenant Governor Churchill Edwards followed by remarks and an introduction of President Mori by the Administrator of the Office of Economic Affairs of Pohnpei State, Mr. Valerio Hallens.

FSM Responds to Tsunami Warning

On Thursday, October 8, 2009, at 10.03 a.m., the Office of the President received a fax from the FSM Weather Bureau’s Weather Service Office located in Pohnpei, alerting the President to the earthquake that had just been detected near Vanuatu and the potential tsunami heading for the FSM.  The Office of Environment and Emergency Management (OEEM) began calling the State Governor’s offices and State Disaster Coordinators verifying that they had received the warning from their local weather stations and that they were activating their emergency task forces.  President Mori personally called the acting Governor of Kosrae, Governor Anefal of Yap, the Chief of Staff in Pohnpei and the Governor of Chuuk to make sure they were aware of the warning.

In September 2000, the international community called to action the Millennium Declaration.  The aim was to build on the foundation of a collective responsibility to uphold the principles of human dignity, equality, and equity at the global level, as well as the regional level.  At that time, world leaders committed their nations to a new global partnership to reduce extreme poverty and settle out a series of time-bound targets that have become known as the Millennium Development Goals (MDGs).  The MDGs are eight goals, which are broken down to 21 targets and measured by 60 indicators to be achieved by 2015.  At the same time, the goals have been created to promote education, health, gender equality, environmental sustainability, and global partnership.

During the last JEMCO meeting in Honolulu on September 1st, 2009, JEMCO Resolution 2009-6 stated that “JEMCO will consider funding for the FSM National Department of Education when the FSM provides a financial plan that is aligned with the FSM National Department of Education’s Integrated Performance Plan.” (Note: Each of the five FSM Departments of Education outlines their activities using Compact Education Sector and Supplemental Education Grants through an Integrated Performance Plan.) Since then, the FSM National Department of Education (NDOE) has submitted its Integrated Performance Plan to the 16th FSM Congress, which subsequently approved the plan.  In addition to this plan, Congress also endorsed the NDOE’s Trades, Training, and Testing Program (T3) Transition Scheme, which proposes to transfer the historically national government run program to the four state departments of education.

Announcement - Five Grant Awards Transmitted to Congress

President Mori has transmitted Grant Awards for five of the six Compact Sector Grants for the 2010 Fiscal Year.  The details for the Infrastructure Sector Grant and the Supplemental Education Grant are still being finalized and will be completed in the near future. 

The Grant Awards transmitted are for the FSM Education Sector Grant ($28,774,255), FSM Health Sector Grant ($21,007,869), FSM Public Sector Capacity Building ($2,887,816), FSM Private Sector Development ($2,333,638), and the Environment ($1,579,510).  Once it is completed, the Public Sector Infrastructure Grant Award is expected to be for $24,303,552.

This year, the Food and Agriculture Organization (FAO) of the United Nations has selected October 16th to commemorate World Food Day with the theme of ‘Achieving Food Security in Times of Crisis’.  The FSM became a member of the FAO in 2003 and each year is encouraged to celebrate World Food Day, which focuses to: improve agricultural productivity and enhance livelihoods and food security in poor, rural communities; develop and conserve natural resources; expand and improve rural infrastructure and broaden market access; strengthen capacity for knowledge generation and dissemination; and ensure access to food for the most needy through safety nets and other direct assistance.

(Expo 2010 Shanghai China)  The Pacific received a lot of publicity earlier this week when Mrs. Bernadette Rounds Ganilau, Director of the Joint Pavilion for Pacific Oceania nations, received the key for the 8,100-square-meter pavilion from the organizer of the 2010 World Expo. Mrs. Rounds Ganilau and Huang Jianzhi, Deputy Director General of the Bureau of Shanghai World Expo Coordination, signed the hand-over memorandum. The pavilion will host exhibitions by Vanuatu, Papua New Guinea, Palau, Tonga, Micronesia, Samoa, Fiji, Cook Islands, Kiribati, Solomon Islands, Tuvalu, Marshall Islands, Nauru and Niue as well as the South Pacific Tourism Organization and the Pacific Islands Forum.

The meeting was held at the Ka’ahumanu Elementary School in Honolulu, Hawaii and an estimated crowd of over 600 Chuukese residents turned out for this audience with President Mori.

FSM Extends Treaty Regarding the College of Micronesia

The extension of the “Amended Treaty Among the Governments of the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau Regarding the College of Micronesia” has been approved and signed by the FSM Executive Branch.  The treaty was scheduled to expire on September 30th, 2009, but with the resolution signed by Vice President Alik on behalf of President Mori, the Treaty will be extended for another two years.

Previously, it was reported that the FSM Congress had approved several nominations that President Mori sent up during the Second Regular Session of Congress.  (See press release 0909-28)  At the conclusion of their Session, Congress had approved a total of 7 of the 13 nominations.  They did not take action on three nominations, and three of them were declined, although later Congress made three separate resolutions to authorize the President to resubmit these.

Two FSM Students Join ITU Youth Forum in Geneva

After winning an essay contest held in March of 2009 with the theme of “What is the biggest problem in your community and how would you use information communication technologies to solve it?”, two COM-FSM students won fellowships and are attending the ITU Youth Forum event taking place in Geneva from 4-9 October 2009.  Some 300 young people of college-age from 150 countries worldwide will attend this event which surrounds the ITU TELECOM WORLD conference, which Mr. Jolden Johnnyboy the Assistant Secretary for Communication of the FSM Department of TC&I is attending.

Honolulu, HAWAII (FSM Consulate Office in Honolulu) September 30, 2009 – His Excellency Emanuel Mori, President of the FSM, met with the FSM Citizens’ Advisory Committee (FSMCAC) and other interested FSM citizens living in Honolulu on September 30, 2009. President Mori thanked the committee members for their time to meet with him and said he hoped that the representatives of each state in the meeting will share the issues discussed with the other citizens in living in Hawaii.

Beginning on Monday October 5, 2009, the Federal Aviation Agency, an agency in the U.S. Department of Transportation that is responsible for the safety of civilian aviation, in collaboration with the FSM Department of Transportation, Communication & Infrastructure and the Pohnpei Port Authority will be conducting an airport emergency preparedness workshop.  The workshop will be held at the Pohnpei Port Authority’s conference room and there will be tabletop exercises from October 5-7, followed by a full scale exercise on October 8th, and a debriefing on October 9th.

On September 29, 2009, Vice President Alik signed Congressional Act No. 16-10 into Public Law No. 16-7 on behalf of President Manny Mori, approving the federal budget for Fiscal Year 2010 in the amount of $35,278,975.  The Executive Branch had submitted a budget proposal for more than $39 million, but Congress approved a reduced figure.

Second Exchange Student to Ryukyus Returns

HONOLULU (Asia-Pacific Center for Security Studies Public Affairs Office)  –Dominic R. Maluchmai, First Secretary of the Washington DC Mission, FSM Department of Foreign Affairs, graduated September 22nd from the Asia-Pacific Center for Security Studies Comprehensive Crisis Management course in Honolulu.  Maluchmai received his diploma from Dr. Lee Endress, dean, College of Security Studies.

New York (FSM Permanent Mission to the United Nations): 28 September 2009 - While in New York to participate in the 64th Session of the United Nations General Assembly, President Emanuel Mori and the members of his delegation took time to meet with Jewish leaders from the American Jewish Committee (AJC) and the B’nai Brith International (BBI) to further strengthen their friendship and to discuss possible areas of cooperation in the near future.  The annual interface, especially with officers of the AJC, has become a routine activity for the FSM delegation at the margins of the UNGA Session.

New York (FSM Permanent Mission to the United Nations); 25 September 2009 – In his address to the United Nations General Assembly today, Federated States of Micronesia President Emanuel Mori emphasized the critical danger Micronesia is facing on climate change, most notably with sea-level-rise, changing weather patterns, and increased storms and disasters, and called for urgent and immediate action by the international community.
