Guthertz, Chairperson of the Committee on the Guam Military Buildup and Senator Rory J. Respicio, Chairperson of the Committee on Rules, Natural Resources, and Federal, Foreign & Micronesian Affairs.

President Mori is submitting another nomination for Congress to act upon in the upcoming Second Special Session set to begin on Monday, November 30th, 2009.  The latest nomination is for Mr. Ihlen Joseph to serve on the U.S.-FSM Compact of Free Association’s Joint Economic Management Committee (JEMCO).  Under Public Law 15-70, the President is required to select two FSM representatives to sit on JEMCO.  The law gives the President the ability to select one representative from a position within the FSM National Government and requires that the other representative must be selected from a list of four nominees, one nominee per state. 

President Mori Travels to Chuuk for National Prayer Day

Last year, President Mori signed a proclamation declaring Thanksgiving Day each year to be National Prayer Day, and celebrated the inaugural National Prayer Day in Palikir.  (See the following link for last year’s write-up http://www.fsmpio.fm/RELEASES/2008/november/prayer_day.html).  The President’s vision for this day is to be a day on which FSM leaders can come together in fellowship to strengthen their relationship with the Almighty, their relationship with each other, and their relationship with their constituents.   The President also intends that the day should be used for mending and improving relationship among leaders for the sake of the people and country.

(FSM Department of Transportation, Communication & Infrastructure) The Secretary of the Department of Transportation, Communication and Infrastructure, the Honorable  Francis I. Itimai, staffed by Mr. Jolden J. Johnnyboy, Assistant Secretary for Communication Division under the same Department, represented the Federated States of Micronesia National Government in the Asia-Pacific Telecommunity (APT) Ministerial Meeting held in Bali, Republic of Indonesia 12-13 November 2009.  The meeting was preceded by the APT and ICT Development Forum (ADF) held on 10-11 November in preparation of the Ministerial meeting and attended by the technical staff for the Ministers and representatives of industry participating in the meetings. There were 27 Ministers (including Ministers from FSM, RMI and Palau) from the Asia and Pacific member countries attended the meeting with over one hundred delegates from government and industry who are either affiliate or associate members of APT.

On 3 November 1994 a brown tree snake (Boiga irregularis) was found in a cargo box shipped from Guam as it was being unloaded at Dekehtik seaport in Pohnpei.  On 25 February 2008, a brown tree snake was found on the deck of a cargo ship as it docked at Weno, Chuuk.  The cargo ship came from Guam.  These are just two examples of the known brown tree snake transportation events which have occurred.  In the past 30 years there have been over 100 documented incidents of brown tree snake sightings or captures around the globe.  All of these snakes are thought to have originated on Guam.  No one knows how many unreported brown tree snakes have accidentally been transported from Guam.

Executive Branch Requests Supplementary Budget during Special Session of Congress

The Executive Branch has sent up a supplementary budget request to Speaker Figir to be considered during the Second Special Session of the 16th FSM Congress set to begin on November 30th, 2009.  In the request, President Mori explains that a total of $1,853,549 is being requested for the operations of certain departments, offices, and agencies of the Executive Branch, to be funded from local revenues.  This figure is much smaller than the $5,934,778 initially requested by various departments, offices and agencies when the President called for supplementary budget requests to be submitted for review.

President Mori has established a working group to implement a “PMU Financial Records Management Project” for the FSM Program Management Unit (PMU) that will compile and categorize Compact Infrastructure Sector Grant financial records.  President Mori has said that it has become apparent that the performance of the Program Management Unit would be greatly enhanced and Compact Infrastructure project implementation improved thorough the actions of this project because currently, there has been little reconciliation between financial records kept for infrastructure projects by the U.S. Department of Interior-Office of Insular Affairs and parallel records kept by PMU.

From August to September 2009, census mappers were deployed to the municipalities of the main islands of each state and counted the households and people usually residing in these areas.  They also took accurate GPS locations for each household. This was the first major field operation for the 2010 Census.

(FSM Department of Resources & Development)  In support of the U.S. military relocation to Guam and the CNMI and the associated Environmental Impact Statement that is being done to look at possible impacts, the U.S. Department of Defense (DoD) is funding a scientific analyses of terrestrial and marine invasive species risks to Micronesia that could occur as a result of the relocation buildup.  This effort is being conducted to help remove invasive species threats to the Military mission and to address invasive species concerns raised by the Micronesian Chief Executives and federal and regional partners.  These analyses will be performed by U.S. government scientists and incorporated into a Micronesia Biosecurity Plan (MBP) that will provide a blueprint for the entire region of Micronesia inclusive of Palau, Guam, CNMI, FSM and RMI, to effectively prevent new invasive species incursions and minimize additional invasive species damage.

Washington, D.C. – The Department of the Interiors’ Insular Assistant Secretary, Tony Babauta, made available $1,000,000 to support the Prior Service Trust Fund Administration (PSTFA).

The PSTFA administers benefit payments to individuals in the Northern Mariana Islands (CNMI), the Federated States of Micronesia (FSM), the Marshall Islands (RMI) and the Republic of Palau who worked for the U.S. Department of the Navy and the U.S. Trust Territory of the Pacific Islands (TTPI). The program is designed to provide social security-type benefits to former employees of the TTPI government (or the predecessor-U.S. Navy administration) who were employed for at least five full years prior to 1968, when a TTPI Social Security System was created.  The program also provides benefits to survivors of the former employees.

Apis and his wife Naily Apis and was well attended by more than 300 diplomats, private sector representatives and friends of the FSM in China.  Due to the importance that FSM Government attaches to its relations with China, the President dispatched his Vice President, the honorable Alik L. Alik to head the FSM Delegation to attend the function.  Members of the delegation were the Honorable FSM Congressional Senator Joseph J. Urusemal, Secretary Peter M. Christian, Lt. Disaster Risk Reduction Project Gearing Up In FSM

The FSM is in the process of implementing the Disaster Risk Reduction Project (DRRP), which is funded (€ 1.4 million) by the European Union (EU) and will be implemented over a 4-year period by the FSM Office of Environment and Emergency Management (EEM) in conjunction with the Office of FSM National Authorizing Office (NAO), SOPAC, and the respective agencies in the four FSM States. The objective of the DRRP is poverty reduction and sustainable development through disaster risk reduction. Its focus is to strengthen disaster preparedness and mitigation through the establishment of Disaster Coordination Centers in each of the states as well as create an early warning system.
