June 26, 2009On June 22, 2009, President Manny Mori signed a Presidential Proclamation on the occasion of the passing of the late Honorable Vice-Speaker and Dauk of U, Resio S. Moses of the State of Pohnpei.  In the Proclamation, President Mori highlighted some of the educational and occupational achievements that Congressman Moses had over the years, including his election to Governor of the new State of Pohnpei (two consecutive terms), FSM Secretary for the Department of External Affairs, FSM Ambassador to the United Nations, and his election to the 10th through the 16th FSM Congresses.  President Mori also proclaimed a national mourning period for four consecutive days commencing June 23 and ending on June 26, 2009, during which period the national Flag of the FSM shall be displayed at half-mast.

Implementation Begins on FSM Telecenter Pilot Project

The Telecenter Pilot Projects, which was highlighted in FSMPIO press release 0109-12, is now entering its implementation phase.  As indicated in the January 2009 FSM Information Services, this project is funded through a grant by the Asia-Pacific Telecommunity and the Government of Japan to connect three school based community Internet access in Madolenhimw, Pohnpei, Sino Elementary School on Tonoas, Chuuk and Walung Elementary School in Kosrae. The internet connectivity for the school based community telecenters is through FSM Telecom KDDI, Japan has also contributed around 90 used computers for the projects

As the second tranche funds have been expended for the National Tourism Promotion Initiative, the FSM Department of Resources and Development (R&D) has submitted a report to the Congressional Committee on R&D.  The report explains that the Government of the FSM received $500,000 under the Private Sector Development Program loan from the Asian Development Bank with $128,000 previously appropriated for Tax Reform and a balance of $372,000 appropriated under Public Law 15-67 for economic development projects and for other purposes.

The U.S. Government Federal Emergency Management Agency (FEMA) and the U.S. Agency for International Development (USAID) will be conducting a disaster assistance workshop in Chuuk on June 25, 2009.  The workshop will provide training on the transition of the U.S. Government’s disaster assistance from FEMA to USAID for FSM National and State level Disaster Assistance Managers.  The workshop will also provide a forum for USAID and FEMA to better understand the hopes and concerns of the State level managers and for USAID to assess the potential to preposition emergency supplies in Chuuk.

On Tuesday, June 9th 2009, Pohnpei Island Central School (PICS) held their graduation ceremony for the Graduating Class of 2009 at the PICS Track and Field in Dolonier Nett.  Mr. Sonster Edgar was the Master of Ceremony.  Reverend Ihlen Joseph gave the Invocation followed by the Pohnpei State Anthem, which was sung by the graduating class and the audience with the State Police raising the colors (flags).  This was followed by welcoming remarks from PTA President, Reverend Henry Wilson, a song sung by the Class of 2009, and the Salutatorian Address by Ms. Angie Joab.

FSM Households Experiencing Hardship Increase Due to High Cost of Living, UN Report Indicates

According to a recently released poverty report based on the 2005 FSM Household Income and Expenditure Survey (HIES), about 22.4% of households or 29.9% of the population in the FSM was living below the minimum cost of living or the Basic Needs Poverty Line (BNPL).  Comparing to a similar analysis done in 1998, the proportion of households falling below the BNPL has increased, suggesting a slight worsening of overall poverty in the FSM

UN Secretary-General Ban Ki-moon has urged governments everywhere to address tobacco consumption, which he described as a “needless threat” to public health. MDR-TB on our shores: A daunting situation for the Pacific Islands
 Noumea, New Caledonia, 2nd June 2009 – Every year over the past three years, an average of 1,500 new active tuberculosis (TB) cases (equivalent to 52 cases per 100,000 population) are reported from the Pacific island countries and territories. The Micronesia sub-region has the highest TB rate, with 140 cases per 100,000 pop., followed by the Melanesia sub-region, with 37 cases per 100,000 pop., and Polynesia with 19 cases per 100,000 pop.
