July 9, 2009(FSM Embassy, Beijing) Vice President Alik and his delegation visited the FSM Embassy in Beijing at the Jianguomenwai Diplomatic Compound on the evening of 9 July 2009 after his meeting with the Chinese Vice President Xi Jinping.

The purpose of the visit to the Embassy was to inspect the Embassy and to meet with FSM citizens in China. Vice President Alik was introduced to the audience by Charge’d’ Affaires a.i. (Minister) Carl D. Apis. The Charge’, in his introduction, made note of Vice President Alik’s long track of public service at the national government which began at the Department of Foreign Affairs. At the Department, Vice President Alik held various posts including the Ambassadorship in Fiji and in Japan. While he was in Japan, the Vice President was cross accredited to China until his calling to the FSM Congress in 2003. Vice President Alik assumed his present position in 2007.

FSM  National Treasury To Release $1.9M  to FSM  States For Prior Years

The FSM National Treasury recently released the final payment of prior years reimbursement of Federal grants to Kosrae State Government amounting to $150,463.71. Early this year, Chuuk and Pohnpei State Governments received their reimbursements amounting to $749,795.83 and $347,182.16 respectively.  Reimbursements to Yap State Government amounting to $703,226.05 will be released as soon as Director Maria Laaw of Yap State Department of Administrative Services   and Secretary Finley Perman sign the letter of agreement for final settlement of the reimbursement issue.  The amount to be paid to all the State Governments for CFSM and Federal grants reimbursements this year totaled to $1,950,667.75.

July 9, 2009 (FSM Embassy, Beijing) Vice President Alik Alik visited the Great Hall of the People for a meeting with his counterpart, Vice President Xi Jinping of the People’s Republic of China.

At the Eastern Plaza of the Great Hall, Vice President Alik and Mrs. Alik were welcomed in person by Vice President Xi.

A welcoming ceremony for Vice President Alik was held which consisted of the playing of the two respective national anthems, followed by the inspection of the Honor Guard. After the completion of the welcoming ceremony, both sides made their way into the Great Hall to the Hebei room for the official talks.

On the day of arrival, Vice President Alik paid a courtesy call on China’s top political advisor, Mr. Jia Qinglin, Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top political advisory body.

During the courtesy meeting, both sides acknowledged the model relationship that exists between FSM and China and both highlighted and expressed their appreciations for the fruitful cooperation throughout the 20 years of diplomatic relationship.

The Office of the National Public Auditor (ONPA) has launched a Fraud Awareness Program with the objective of bringing attention to government fraud, a very serious concern in the nation.  By educating government employees, schools and the general public on what fraud is and how it impacts government operations, the ONPA hopes to encourage the public to be vigilant and more likely to recognize and report fraud.  An environment where fraud is recognized and reported helps to deter and prevent individuals from committing such crime.  Therefore, education is considered a preventative tool in the fight against fraud.

On the second day of the 9th Micronesian Presidents’ Summit (MPS), a plenary session was held to provide presentations to the three heads of state on various topics affecting the three nations.  The agenda had been streamlined to edit out topics that had been addressed during the 11th Micronesia Chief Executives’ Summit (MCES) two days prior, but two agenda items from the MCES were briefly touched upon; the Micronesian Center for a Sustainable Future, which President Manny Mori of the FSM is the new Interim Secretary General, and the Micronesian Challenge.  This was done so that the Joint Communiqué will reflect the endorsement of the Presidents for the MPS.

On July 8th the lights went on island-wide for the first time on Fadrai, one of the islets of Ulithi atoll in Yap. So what’s so special about that, you might ask?
Well, the electricity powering these lights is coming from the sun and it is captured and stored into large batteries by the FSM’s largest solar PV (photovoltaic) power plant. In the two previous weeks a mixed team of technicians from Pohnpei, Chuuk and Yap had been busy installing this 28 kWp (kilowatt peak) solar plant, funded by the European Union (EU).

On Day Two of the 11th Micronesia Chief Executives’ Summit (MCES), the eight Micronesia Chief Executives (MCEs) came back together for a full day of committee presentations.  The morning started off with the PATA Regional Tourism Group giving an update on the activities and progress of initiatives of their organization since the last MCES.  They spoke on training and exhibitions that were attended and on the development of “Destination e-Guides”, which are marketing CD’s that give a video and slide show presentation of the islands.  Guam, Palau and Yap have already completed their e-Guides while the other islands are currently working on their’s.  They also spoke about the www.micronesiamarketplace.com website which PATA provides funding for.  This website is used for promotion of local products and markets the islands as regional destinations.

After the Opening Ceremony of the 11th Micronesia Chief Executives’ Summit (MCES) on Tuesday, July 14th, the 8 principals attending the summit heard presentations from several of the technical groups present.  The first presentation was from the Micronesia Regional Invasive Species Council (RISC) on the status of on-going projects to protect Micronesia from invasive species.  This was followed by a presentation from the Regional Workforce Development Council which spent most of their presentation time talking about the opportunities for all the islands with the Guam Military Build Up.  Next was a presentation from the Regional Energy Committee, where a proposal for a “floating secretariat” was entertained, and finally there was a presentation by the Pacific Island Regional Recycling Initiative Council (PIRRIC), which focused on solid waste management successes and needs in the Micronesia region.

Both the Republic of Palau and the Republic of the Marshall Islands have confirmed cases of the H1N1 influenza A virus in their countries.  Late last week, the Ministry of Health in Palau confirmed one case of H1N1 and on Monday, July 13th, the Office of the Secretary of Health in the Marshall Islands announced that the Ministry of Health has confirmed 4 cases of H1N1 in country.  RMI is doing on-going surveillance and monitoring activities of these cases and asking the general public to stay calm and follow published prevention measures.

On Friday July 10, 2009, around 65 students and teachers involved with the Higher Achievement Program (HAP) paid an educational visit to the FSM National Government complex in Palikir and met with President Manny Mori.  HAP is an annual academic program for some of the best students who have successfully completed their seventh grade year at many elementary schools around Pohnpei.  The program is meant to help the students in preparing for their high school education and also promotes the benefits of attending Xavier High School for their high school education.

FSM Government Creates Program to Bridge the Kosrae State Government Revenue Gap

In both the 2009 and 2010 Kosrae State budgets, only the first three quarters were shown as being funded by the state’s General Fund budget.  In both cases, this was due to an insufficient revenue base.    Because of the high cost of government operations relative to the total unrestricted revenues available to the State, a structural shortfall of funds to cover core operations exists in the in final quarter of FY 2009 and FY 2010.   In order to respond to these budget issues, the Office of SBOC has worked with the Kosrae State Government to identify additional revenue options that would assure balanced budgets in both 2009 and 2010.

President Mori will be travelling to Majuro, Republic of the Marshall Islands (RMI), next week to attend two summit meetings that the Government of RMI will be hosting.  The first meeting is the 11th Micronesian Chief Executives’ Summit (MCES) from July 13th through the 15th. This summit brings together the chief executives from the Marshall Islands, Palau, the FSM, including the President and the four state governors, and the governors of Guam and CNMI.  The second summit meeting is the 9th Micronesia Presidents’ Summit (MPS), from July 16-17, that includes only the Presidents of RMI, Palau and the FSM.  The theme for both of the summit meetings is “Climate Change and the Energy Challenge: Proactive Leadership for a Resilient Micronesia – 2010 and Beyond.”

FSM Postal Services Announces Pilot Project on Postage Due

The FSM Postal Service, in accordance with President Mori’s wishes to extend economical mail services to all the outer islands in the FSM, is announcing that they have recently instituted a pilot project on “postage due” from the islands of Pingelap, Mwoakilloa, and Sapwafik Atoll.  Each of these islands has an airstrip which facilitates mail delivery.  On incoming mail to Pohnpei’s main Post Office, a person in these islands can choose to send mail, addressed to a person residing in Pohnpei, and the person named as the addressee shall pay the total cost of the mail delivery before the postal clerk releases the mail to the individual.  This system of “postage due” helps to alleviate the economic and cash flow problems that many in the outer islands face.

Both Governor Anefal and Lt. Governor Tareg took part with a group of government employees in participating in the second portion of the two-day workshop conducted yesterday by the Office of National Public Auditor (ONPA).  Ms. Sophia Predrick, CFE and Mr. Kelly Samuel of the Division of Compliance and Investigation (CID) of ONPA are in Yap during the week to conduct the workshops as part of the division’s fraud awareness program.

Did you know there are more men than women in the FSM? An estimated 1,268 more! However, the current life expectancy of a man in the FSM is 68, as compared to 71 for women. Why do men die sooner? What are they dying of? These are only some of the statistics and issues that were discussed at the second annual National Men’s Health Day Conference held on June 17th 2009 at the Conference Center of the Central Facility Building in Palikir. Hosted by the Department of Health and Social Affairs (DHSA), the conference addressed the theme of “Men’s Roles in Family Health."

On July 2, 2009 at 11:00am Chuuk time, more than five hundred Chuukese and citizens of other FSM states packed the Saramen Chuuk Development Center at Saramen Chuuk High School in Weno, Chuuk, to honor and witness the Inaugural Celebration of the Chuuk State Leadership. The Chuuk State Leadership that was inaugurated included the newly elected Governor, Hon. Wesley Simina, the Lieutenant Governor, Johnson Elimo, and the Chuuk State Legislatures; both the House of Senate and the House of Representatives. <click here to listen to Governor's Speech>

Pohnpei State Department of Land and Natural Resources Receives Technical Assistance Grant

The Hon. Lorin Robert, Secretary of FSM Department of Foreign Affairs, has received and signed a Grant Award which provides $55,000 to the Pohnpei State Department of Land and Natural Resources, Division of Survey and Mapping.  These funds are provided by the US Department of the Interior, Office of Insular Affairs Technical Assistance Grants Program, to continue the Pohnpei Survey and Mapping Modernization Project.

The FSM Department of Health and Social Affairs has released their Pandemic H1N1 State Report for June 2009 and it continues to show that the FSM has no confirmed cases of the H1N1 Influenza A virus.  The report shows that there have been 106 suspected cases of the flu reported in the four states (Pohnpei 54, Chuuk 28, Yap 24, Kosrae 0).  A suspected cases is someone with a sudden onset of fever (38 °C or higher, or, if no thermometer available, reported chills or high temperature); with at least one of the following symptoms: cough, sore throat, runny nose, nasal congestion; in the absence of an alternative diagnosis

FSS Micronesia Requires Life Extension Program

The FSM’s surveillance boat, the FSS Micronesia, is currently in Australia waiting to be repaired in order to extend its useful life by another fifteen years, according to a letter from President Mori to Speaker Figir of the 16th FSM Congress.  President Mori is seeking $80,000 from the national government during the next session of Congress to pay its share of the cost of the Life Extension Program (LEP).  The Australian Government is willing to put up more than $3 million for the cost of the LEP, but FSM must contribute $80,000 as its share.

Four Public Laws from First Regular Session of 16th Congress

During the First Regular Session of the 16th FSM Congress, four Congressional Acts were transmitted to the Office of the President for action.  All four of these Acts focused on amending Public Laws that were made during the time of the 15th Congress.  Only one of these Acts was signed by President Mori into Public Law.  The others became law without the President’s signature.

French Documentary Film Crew in FSM

A documentary film crew from France has just arrived in Pohnpei State to begin the filming of a television travel series.  The crew is headed by lead journalist, Ms. Maud de Bohan, from France 3 Television, one cameraman, and one underwater photographer, Ms. Julie Morgan of Yap.  Their plan is to stay in Pohnpei for eight days to film Nan Madol and other sites of interest, and then go on to Yap State, where they plan on doing some filming on Yap’s stone money.

The second in our series of three JOCV Success Stories happened in Pohnpei State.  The project was the “Improvement of Sanitation at Three Schools”.  This project began in January of 2009 with the Pohnpei State Environmental Protection Agency (EPA) receiving a grant of $88,394 to construct and renovate the sanitary facilities at PICS high school, Mand elementary school and Seinwar elementary school.

In preparation of the 20th Anniversary celebration of Japanese Ooverseas Cooperation Volunteers (JOCV) program under JICA in Micronesia, the FSMPIO is going to be running a three day series of JOCV success stories that the Ambassador of Japan to the FSM, H.E. Shoji Soto, provided to President Mori in a meeting several weeks ago.  These stories will also be highlighted at the anniversary celebration that will take place on Saturday July, 4th at the JOCV office in Kolonia.

President Mori Gives Keynote Address to Tällberg Forum in Sweden

On June 25th, 2009, President Manny Mori stood before a crowd at the Tällberg Forum in Sweden and gave the keynote address.  The theme of this year’s forum was “How on Earth can we live together within the planetary boundaries?”  President Mori’s address mainly focused on the realities of climate change and how it is affecting the islands of the Pacific.

The Office of the Acting Governor of Guam announced yesterday that a government employee on Andersen Air Force Base has contracted the H1N1 influenza virus. The case was confirmed by the Guam Department of Public Health and Social Services (DPHSS).

The tremendously successful Kosrae Tourism Conference, organized by Kosrae Visitors Bureau, ended its final day, Wednesday, June 24 on a positive note. The discussions were open and frank resulting in the establishment of numerous projects as well as two ongoing committees; a Kosrae Island Branding Committee and a Cultural Heritage and Cultural Outreach (CHACO Committee).
