WHAT IS HAPPENING? Multiple countries such as the United States, Mexico, and Canada have reported outbreaks of a new influenza (“the flu”) virus, called Swine Influenza (A/H1N1). The infection may soon spread to other countries.  Despite the name (“Swine Influenza”), this is a disease that is spread from person to person, like the regular flu.

30 APRIL 2009 GENEVA (Pacnews) ---- The UN’s World Health Organisation (WHO) has raised the alert over swine flu to level five - one short of a full-blown global epidemic, or pandemic. A phase five alert means human-to-human transmission in at least two countries. The move comes after a 23-month-old Mexican child died in Texas - the first death from swine flu outside Mexico, where the outbreak originated. In Spain, officials confirmed the first case of swine flu in a person who has not travelled to Mexico.

During the last session of the 15th FSM Congress in March of 2009, Congressional Resolution No. 15-206 was passed which tasked the Executive Branch to engage in a study of the Social Security law, system, and options for improving the system.  This Resolution was made in response to the new Social Security amendments that Congress passed in the January 2009 session that has created a lot of discussion and talk among the states and businesses in the private sector.  Many people are opposed to the amendments. In fact, President Manny Mori allowed the bill to become law without his signature.

President Manny Mori is inviting the Governors and Legislative leaders from the four FSM States and FSM Congress to convene the second State-National Leadership Conference (SNLC) in Palikir on May 12th through the 15th, 2009.  Based on the success of the first SNLC and the need for continued communication and consensus of the governors and legislative leaders on issues that can be worked on during the 16th Congress session in May, the President believes that this collective group can help make progress on some issues that need to be addressed.  So far on the agenda are the topics of Social Security, Foreign Investment, Food Security, HAFSM – Humanitarian Assistance, Manpower Development and Guidelines on what each state will be responsible for during an emergency situation.  Each state is also being asked to bring up to two additional agenda items for the May meeting.

The Department of Health and Social Affairs (HS&A) convened a technical meeting on Monday, April 27, 2009 to share updates on Swine Influenza and to position it for any future actions that may be forthcoming.  A staff of the Pohnpei State Port Authority was in attendance and Dr. Boris Pavlin, the WHO Medical Epidemiologist assigned to FSM, gave a general briefing and recommended some preliminary actions to be taken by the Department which included the following:

  • Intensify local and national surveillance systems
  • Fully implement enhanced surveillance at Pohnpei State Hospital and private clinics
  • Institute travel alerts at airports and
  • Notify the public about the issue and protective measures they can take

Washington, D.C., April 21, 2009 — Mauritius and the Federated States of Micronesia (FSM) were honored with a Climate Protection Award from the U.S. Environmental Protection Agency for their outstanding contribution to climate protection under the Montreal Protocol ozone treaty. Pilot Biogas Project from China Put to Use

On April 4, a biogas stove was installed into the Kitchen of OWHA Christian High School in Madolenihnw and started to use the biogas generated from a digester located in the school’s piggery. It is used to replace the kerosene stove to cook for more than 30 staff members and students, therefore reduce the cost of power. This is one of four designated sites of the pilot biogas project funded by the sister-state of Pohnpei, Zhejing province in China. The project consists of four household biogas packages including digester and stove, two of them will be located in Pohnpei state and the others in Chuuk.  It is one of the great outcomes of President Mori and Governor Esha’s successful visits to China in 2007 and 2008.  This is the first example of using biogas in the FSM and now there is hope that biogas will  play a leading role on developing renewable energy and sustainable development, improving people's living standard and  protecting the environment.

When the tidal surge happened in December of 2008 and the National Emergency Task Force completed its assessment along with USAID in January, they laid out a plan for humanitarian assistance to deliver rice to the affected peoples in the outer islands of Yap, Chuuk and Pohnpei State.

After recounting one ballot box in Hawaii and holding a revote of another box in Hawaii, the official election results from Chuuk State show that the run-off election on April 9th, 2009, will be between the incumbent, Gov. Wesley Simina\Johnson Elimo and Gillian N. Doone\Ritis Heldart.

March 26, 2009 (FSM Embassy, Beijing) In a follow up to last week’s release by the Embassy, the Embassy has received favorable consideration to its request for consultation for a possible agreement between the two Nations for visa exemption.  The Counselor Department of the Ministry of Foreign Affairs of the People’s Republic of China has provided a “draft” Agreement to the Embassy for review and consultations.

The FSM National Oceanic Resource Management Authority, NORMA, on behalf of the FSM, entered into a foreign fishing access agreement with Hai Chan Yang, Ltd., a Guam based fishing company.  This agreement establishes the terms and conditions pertaining to the fishing company’s utilization of fisheries resources within FSM EEZ.
