A new chapter in the bilateral relations between the Federated States of Micronesia and the United States

Portland, Oregon – On November 18, 2017, Federated States of Micronesia President Peter M. Christian, FSM Congress Speaker Wesley Simina, FSM Senator Isaac Figir, Chuuk State Governor Johnson Elimo, FSM Ambassador Akillino Susaia, and other officials of the Portland City Government and the FSM, joined more than fifty FSM citizens, friends, and advocates to jointly announce and participate in the opening of a new FSM Consulate in the city of Portland.

The historic occasion ushered in a new chapter in the special bilateral relations enshrined in the instruments of the Compact of Free Association, as amended, between the FSM and the U.S governments. For the first time in the FSM-US relations, the FSM Government will now be operating the first Consulate in the United States mainland with consular jurisdiction over the States of Oregon, California, Washington, Arizona, Idaho, Utah, Nevada, and New Mexico. It is the third FSM Consulate in the United States.

The opening of the new Consulate is a testament to the commitment and determination of the FSM Leadership to bring national government representation and services closer to its people living abroad. more>>

Federated States of Micronesia’s Vice President Yosiwo P. George opened the Sustainable Development Goals (SDG) localization workshop on 6 December 2017, in the FSM Capital at Palikir, Pohnpei State. FSM joined its fellow United Nations (UN) Member States with committing in 2015 to a new sustainable development agenda with seventeen goals and specific targets known as the Sustainable Development Goals and these aim to transform our world for the next fifteen years.

The 2017 Joint Committee Meeting (JCM) between the Federated States of Micronesia and the United States of America was hosted by the Secretary of Foreign Affairs Lorin S. Robert in Weno, Chuuk State on December 1, 2017. It was the first JCM held in Chuuk State and the first JCM to be attended by the current US Rear Admiral Shoshana Chatfield of Joint Region Marianas whose security and defense responsibilities cover the North Pacific of the Marianas Islands, Republic of Palau and the FSM. The JCM is an annual consultation between the FSM and the US under Title III of the Compact of Free Association.

Thirtieth Anniversary of the Montreal Protocol: President Christian calls for unity, commitment, and strong political will

Palikir, Pohnpei:  His Excellency Peter M. Christian, President of the FSM, returned this week from delivering a keynote address at the 30th Anniversary meeting of the Montreal Protocol held last week in Montreal, Canada.  The international treaty was forged in 1997 to address the global crisis of ozone depletion caused by the release of gases into the atmosphere used in various industrial sectors ranging from air-conditioning and refrigeration to aerosol and pharmaceutical production.


In his address to the 197 countries represented in the hall, President Christian stated:“This environmental treaty proves to the world, that when faced with complex challenges, where products and materials used for economic activities threaten human and environmental health and well-being our global community is smart enough, committed enough, and capable enough to pair knowledge with political will to find solutions; That we are still sanely human, and still care for each other.”more>>

October 11, 2017 (New York) – The Government of the Federated states of Micronesia, represented by its Permanent Mission to the United Nations in New York, entered into formal diplomatic relations with the Government of the Republic of Paraguay when its Permanent Representative Ambassador Jane J. Chigiyal signed with her counterpart Ambassador Julio Cesar Arriola Ramirez, a Joint Communique on the Establishment of Diplomatic Relations between their two countries. The event took place today, 11 October 2017, and was witnessed by the two nations Deputy Permanent Representatives and staff of the two Permanent Missions. more>>

October 10, 2017 (New York) – The Joint Communiqué on the Establishment of Diplomatic Relations of October 10, 2017, formalized official relations between the Federated States of Micronesia (FSM) and the Republic of Mauritius. The Communique was signed between the two nations’ United Nations Permanent Representatives in New York. It reaffirmed “the principles and purposes of the Charter if the United Nations, as well as the Vienna Convention on Diplomatic Relations of 18 April 1961, and the Vienna Convention on Consular Relations of 23 April 2017”. more>>

September 22, 2017 (New York) – The Federated States of Micronesia and the Russian Federation agreed to ease travel requirements by signing an Agreement on the Mutual Waiver of Visa Requirements for Nationals of the Federated States of Micronesia and Nationals of the Russian Federation.

The Agreement was signed between the Foreign Ministers of the two nations at a ceremony on 21 September 2017 in the margins of the Pacific SIDS-Russia high-level meeting in New York during Leaders Week at the 72nd session of the United Nations General Assembly.  more>>

His speech focused on the issues of climate change, oceans, fisheries, the Kigali Amendment to the Montreal Protocol, United Nations reform efforts, and the 2030 Agenda for Sustainable Development.

September 23, 2017 (New York) – The Federated States of Micronesia and the Republic of Armenia established diplomatic relations on Thursday, September 21, 2017 with the signing of a protocol between the two countries.  The signing took place in the margins of the seventy-second session of the United Nations General Assembly in New York.  The Honorable Lorin S. Robert, Secretary of Foreign Affairs of the Federated States of Micronesia signed the Protocol with the Honorable Edward Nalbandian, Minister of Foreign Affairs of the Republic of Armenia on behalf of their respective governments. more>>

FAO Pacific Sub-Regional Coordinator Presents Letter of Credence to Deputy Secretary Pretrick

On September 20, 2017, Ms. Eriko Hibi, Pacific Sub-Regional Coordinator for the United Nations Food and Agriculture Organization (FAO) presented her credentials to the Honorable Deputy Secretary Samson Pretrick of Foreign Affairs as FAO’s Representative to the FSM. Ms. Hibi assumed her post as the Sub-Regional Coordinator for the Pacific Islands (SAP) in September 2016 but had yet to be accredited to the FSM as FAO’s Representative until the presentations. Her area of jurisdictional responsibility covers 14 Pacific countries and she is responsible for FAO’s programs with the 14 member countries in the Pacific region. She oversees FAO’s technical works and support to improve food security, agriculture, fisheries and forestry, and increasing resilience of small farmers and producers in the Pacific Island Countries. Prior to joining FAO, Ms. Hibi had served with another UN agency, namely the United Nations Populations Fund (UNFPA) in various duty stations. She is a Japanese national who speaks Japanese, English, French and Russian. The Sub-Regional office for the Pacific Islands is based in Apia, Samoa which serves as a technical hub supporting the 14 countries in the Pacific. more>>

Signing ceremony of the Energy Activity Partnership Arrangement between New Zealand and FSM

On Friday, September 15, 2017, in Palikir, Pohnpei, the FSM Government held a signing ceremony between the governments of New Zealand and the Federated States of Micronesia on the Energy Activity Partnership Arrangement.  The agreement is a part of New Zealand Government’s assistance to the North Pacific Region for the development of renewable energy initiatives.

Earlier this year, the New Zealand Government awarded FSM 1.3million USD for the project.  Through consultations between FSM National Government and the four state governments, the Pohnpei Utilities Corporation (PUC) was designated as the location of the project.

The Government of the Federated States of Micronesia hosted the continuation of the 17th Micronesian Presidents’ Summit (MPS) in Pohnpei from August 1-2, 2017.  The participants included the Presidents of the Federated States of Micronesia, and the Republic of Palau, and the RMI Foreign Minister, representing the President of the Republic of the Marshall Islands.  President Christian of the Federated States of Micronesia, as Chair and host of the Summit, welcomed the Leaders of Palau and the Marshall Islands to
Pohnpei most especially to Palikir, the seat of the Nation’s Capital. 

At the Summit, the Leaders continued to address and discuss pressing issues and challenges impacting the North Pacific Region, including common concerns in regards to the protection of borders and natural resources in the region.  Among other issues, the Presidents discussed the need for regional harmonizing of labor and immigration laws and regulations, the need for a Micronesian Regional Vocational Center, and the need to further strengthen and support the Micronesian Transnational Crime Units (MTCUs).  Another issue that was placed on the agenda for discussions among the three entities is the subject of Air Space Management, which the Leaders have tasked the relevant and appropriate staff to look further into, and advise the MPS at its next meeting.  Other important regional matters were discussed, and the Leaders called for further collaboration and coordination among the three countries.  A Palikir Communiqué was produced and signed as an outcome of the meeting.  more>>

The President of the Federated States of Micronesia, H.E. Peter M. Christian, joined fellow international Leaders in New York to attend the United Nations Oceans Conference, co-hosted by the Governments of the Republic of Fiji and the Kingdom of Sweden.  The conference focused on the Implementation of Sustainable Development Goal (SDG) 14; a goal whose intent is to conserve and sustainably use the oceans, seas and marine resources for sustainable development.  There are a total of 17 SDG’s.  These SDG’s represent the heart of the 2030 Agenda for Sustainable Development which was adopted by the United Nations General Assembly during its annual meeting in September, 2015.
In his statement in the conference plenary session, the President highlighted that “As islanders, all of us know how important the ocean is to islands, and how important islands are to those who live on them.” more>>

The Honorable Vice-President Yosiwo P. George participated at the Turn-Over Ceremony of the new Nanpei Memorial High School Library and Classroom Building in Kitti Municipality, which was held in the afternoon of May 26, 2017.  The new building is funded by the Government of the US to build a new Library and Classrooms to accommodate the increase number of students attending NMHS. 

The new NMHS building has a librarian room, a computer lab, a general reading areas and utility rooms.  The reading areas have a seating capacity of 52 students while the computer lab has a capacity of 12 students. The second floor has 4 classrooms, 2 restrooms, and custodian room.  Each classroom has a capacity of 30 students. more>>

The unofficial results of an event survey were presented at the gathering, which noted feedback in areas such as better timing, enhanced logistics and improved participation. The FSM National Oceanic Resource Management Authority (NORMA) has initiated a college internship program as an attempt to recruit highly talented FSM college students, familiarize them with ongoing issues within fisheries and open the possibilities for future job placement. The first intern(s) will be brought on board during the Summer of 2017. The internship will be for the minimum duration of one month, negotiable from the months of June to August, with a reasonable biweekly stipend provided and the possibility for return airfare for eligible applicants. FSM Meets Major Milestones in the Implementation of its Telecommunications Project

On May 4, 2017, FSM and Palau jointly hosted a signing ceremony at the Hyatt Regency Hotel in Guam to commemorate the signing of the supply contracts for the Yap, Palau, and Chuuk cable systems.
Executive officials and managers joined together to participate in a commemorative signing ceremony and ribbon cutting to celebrate the roll out of the projects.

During the ceremony, the Government of FSM together with Belau Submarine Cable Corporation (Republic of Palau), NEC Corporation (cable supplier, based in Japan), Globe (Republic of Palau’s partner, based in Philippines) and Telkom Indonesia aka Telin (FSM’s partner for the Yap cable, based in Indonesia), formally announced their collective partnership for the construction of fiber optic cable systems that will connect Yap, Chuuk (Weno) and the Republic of Palau to the rest of the world. NEC, as the cable supplier, announced that it had already begun construction and confirmed that delivery of the cable systems is currently on schedule to be completed by the end of this year.   more>>

The Honorable Yosiwo P. George, Vice President of the FSM, paid an official working visit to Japan from April 11 to 15, 2017.  The purpose of this trip was to explore vocational opportunities in Japan and to meet with colleges, key officials, and organizations to discuss these opportunities.


The trip provided Vice President George the opportunity to thank the people and government of Japan for its economic assistance over the years – which has played an important part in the economic development of the Federated States of Micronesia (FSM). The trip also provided opportunities to look further into strengthening cooperation in the fields of goodwill exchanges, education and capacity building of the country’s human resources. more>>

While transiting in Guam from his working visit to Japan, the Honorable Yosiwo P. George, Vice President of the FSM, had the opportunity to meet with Mrs. Sam Mabini, Ph.D., from the Guam Department of Labor to discuss vocational training and opportunities for our citizens through the apprentice programs at the Guam American Job Center, the Trade Academy, Apprentices Program offered by the Guam Community College. 
According to Mabini, there was grant award funding the labor department received in the amount of $2.2M for the Reemployment and System Integration National Dislocated Worker Grant.
   Currently, the grant has been used for system integration through “HireGuam” at www.hireguam to centralize availability of jobs and a pool of technical skilled workers as a one stop source to link education and training to public and private partners.  Mrs. Mabini is interested in working with the FSM to be part of this partnership.  She plans to brief Freely Associated State leaders during the Micronesia Island Forum (MIF) in May, which is scheduled to be held in Guam. more>>

In the ceremony, Ambassador Schlosser presented the letter of recall of his predecessor and his letter of credence to President Christian accrediting him as the new Israel Ambassador to the Federated States of Micronesia (FSM). April 4, 2017 (FSM Embassy, Beijing) President Peter M. Christian of the Federated States of Micronesia and President Xi Jinping of the People’s Republic of China in a first meeting of the two leaders, have agreed and reached consensus for greater cooperation.  To demonstrate each other’s value, both sides have agreed to further strengthen its partnership efforts.  In their meeting, President Christian highlighted that both FSM and China have enjoyed a non-interrupted diplomatic relationship for 28 years, surpassing the test of time, based on the strong belief in, and respect for, each other’s sovereignty and territorial integrity.  President Christian acknowledged that like past FSM Presidents who have assured China of FSM’s recognition and respect for the One China Policy, the Christian administration will also respect and adhere to the policy. more>>

On Friday, March 31, 2017, President Peter M. Christian received the Letter of Credence of H.E. Jukka Siukosaari, Ambassador of Finland to the Federated States of Micronesia, in an official ceremony held at the President’s conference. He is cross-accredited from Tokyo, Japan.

President Christian congratulated Ambassador Suikosaari on his new appointment and welcomed him to the FSM, expressing his gratitude for the occasion and sharing his hope that the two countries cooperate and capitalize on issues of mutual interests at all levels. more>>

On March 9th, 2017, President Peter M. Christian received a visit by His Excellency Roland Van Remoortele of the Kingdom of Belgium to the Federated States of Micronesia. The purpose of Ambassador Van Remoortele’s visit was to formally bid his farewell as the outgoing Belgian non-resident Ambassador to the FSM and also to witness the ceremony of the Presentation of Exequatur to the first-ever Honorary Consul of Belgium in the FSM, Mrs. Yvonne J. A MESSAGE FROM THE PRESIDENT ON THE OCCASION OF THE SUCCESSFUL HOLDING OF 2017 NATIONAL ELECTION

On the 7th of March 2017 we stood at another crossroad of our political obligations to carry out the mandate of our National Constitution that every two years the people of the Federated States of Micronesia shall choose members to the FSM Congress. 

We did. And did well.  And I take this occasion to express my “thank you” to all the people, the citizens of the Nation who went to the polls to cast their votes for the candidates of their choice.

I want also to take this opportunity to salute all the candidates whose desire to serve the Nation must not be taken lightly.

Finally, to those candidates upon whom the people put their greatest hope and trust for good representation…I congratulate them and hope that their success in the election enlarges their hearts and minds to represent all people of the FSM to the best of their abilities.

Let us all look forward to working together for the well being of all our citizens.
